This costume is Sewer Urchin (a.k.a. "Stinky") from the The Tick, the original animated series. Sewer Urchin lives in the sewer, has ready access to large quantities of rotting meat, and speaks like Rain Man.

This costume took about 3 solid weeks of spare time, and involved many various craft techniques. The tanks are 2 insecticide sprayers, glued together and sprayed yellow. The harness is hand sewn and actually sown into holes in the tanks. The mask is a modified painter's mask.

All the clothes are hand sewn, including the boots, harness, gloves and belt. The spikes are individually cut, sown, stuffed with cotton and hand-stitched onto the shirt and pants. Finally the crowning achievement is the helmet, carved by hand from glued together layers of packaging foam, with each spike carved and glued on.
